"Will transportation infrastructure investments
alleviate effects of the crisis?"
This year's first meeting of the Executive Club, dedicated to the roads and railways investments, took place at the Sobanski Palace on the 10th March 2009. Leading subject of the meeting has referred to the question: "Will transportation infrastructure investments alleviate effects of the crisis?".
Another time Cigno Executive Search and Holon Consultants - hosts of the meeting - has invited to panel discussion specialists in given area: institutions responsible for preparation and realization of roads and railways investments, the constructor companies, the design and engineering consulting firms and the production companies specialized in building materials.
Debate has been leaded by well known experts:

Zgigniew Rapciak - Secretary of State in the Ministry of Infrastructure
Krzysztof Celiński - The President of PKP Intercity S.A.

Discussion has been moderated by ex-spokesperson of PPL - Artur Burak.

Conclusion appearing in our guests statements was an opinion that paradoxical the transportation investments in Poland may alleviate effects of the crisis and the crisis is an opportunity to radical enlarges the scale of investments by reason of the large investments spending, of the decline of the price of the materials and labour or of the changes that we wont to make to improve the administration works.
During the discussion the experts have concentrated on the difficulties, which recently, in prosperity, slowed down the investments and on the ways to manage them.
In the opinion of the panel participants the biggest problems are: the postponing of the preliminary works and tender process, the procedures concerning infrastructure investments, which are to complicate, the indolence of the clerks and inefficient managing of the infrastructure budget. In order to activities aimed at defeating the difficulties the policy should be focused on the increment of the scale of the investments, improvement of the procedures and reformation of the infrastructure budget distribution.
The experts have focused also on legislation regarding transportation projects and its impact on infrastructure investment. In this aspect the participants were conciliating - the most effective to the market is the transparency and stability of law.
In addition to the infrastructures investments the panel participants have discussed also the abilities of the contractor companies and they preparation to realizations of the projects. The representatives of this sector affirmed that they have the available power regarding the human resources and the technical equipment to achieve the aims.
After almost two hours formal part of the meeting, Executive Club guests have continued their conversations regarding roads and railways projects in a friendly atmosphere in chamber interiors of the palace. Discreet music of JOONG QUARTET and tidbits on the tables prepared by Wojciech Modest Amaro as well as single malt Glenmorangie and Ardbeg whisky tasting made the evening even more pleasant.
